1. How many Phases of implementation occur during the Defense Personal Property Program (DP3)?

There are three phases to the DP3 Program.

2. What happens in each Phase?

Phase 1- Prepare for DP3 by implementing an electronic billing and payment process in the current program we are using Powertrack and the Central Web Application. ICSS surveys are also collected in this phase.

Phase 2-Is when our move customers will be directly impacted and be able to “see” the service improvements of DP3.

Phase 3-Includes the migration of Direct Procurement Method (DPM) including Local Moves, Non Temporary Storage and Intra-Theater Tenders/contact moves inclusive of deployment storage into the DPS environment:

1. Allow all shipments to be booked and managed in DPS

2. Provide Service Members/Civilians and their families with an easier process, more flexible access and higher quality service for their personal property moves

3. What does DPS stand for and what does it do?

DPS - Defense Personal Property System is a one stop shop where the DOD customer, the PPSOs and TSP will have access to one system where they can interact and manage shipments.

4. What is Powertrack?

Powertrack is a billing system used by the military. Currently there is a 1.2% fee assessed for billing through Powertrack.

7. What percentage of your BVS does the Customer Survey account for? What % does claims? What % does rate?

Best Value Score= 70 points Performance (50 points Customer Satisfaction Score + 20 points Claims Score) + 30 points Rate Score

8. What is MPS? How is it determined?

Minimum Performance Score-MPS is based on the highest performance score in each market. For year one in the DP3 program, SDDC will set the MPS and evaluate the first year impact. The highest performance score for each market will be used to establish the MPS.

9. What is Full Replacement Value?

Full Replacement Value –Mover will guarantee to repair or replace item at current market value.

10. What is the maximum liability per cwt and shipment total?

$4.00 cwt and up to $50,000
